They are guardians of what is right and fair. They need standard operating procedures or the ability to create them. They dislike people gaining an advantage because of their connections.
People exceptionally talented in the deliberative theme are best described by the serious care they take in making decisions or choices. Making the correct choice is more important than the time it takes. They anticipate obstacles to prevent problems. As a result they tend to make outstanding decisions. They need time to listen and think before speaking.
